My bad on being so late. I forgot about this site for a bit. I hope you see this, if not, that'd suck, but oh well. One basic tip is make sure you have a goal. What are you trying to do? How do you want this language to turn out? What is its purpose? Make sure you structure the language around that. Every time you want to make a decision, ask yourself "does this work towards my goal and how?" And you can have more than one goal; in fact, you should, it can really help as you go along. That's one really basic tip. I'd love to give more, but I'm not quite sure what exactly you'd like. If you could maybe elaborate on what kind of tips you're looking for, that'd be great. Want help on phonology, morphology, orthography, or whatever.
