Nouns and Adjectives Declension

When using nouns or adjectives, they follow a certain declension pattern. But, when do you use this pattern or morphology? On its own without any tense or plural applied, it will not have any morphological process, but if a tense and or plural is applied, the adjective AND noun will change. The order of this is adjective then noun, such as in English and other languages.
If you use an adjective then noun, ONLY the adjective infront of the noun will be inflected when a tense or plural is applied. So for if there is only a noun, if you apply a tense or plural, then it will inflect.
*Every single noun and adjective in this language is neuter. There is no grammatical gender aside from pronouns.
